Would a 51% attack work if most of the hashing power was with malicious hands, but most nodes (inc. non-miners) were still honest?

If this was the case, wouldn’t most nodes just refuse to enter the double-spend into the mempool?

So, to attack you both need most of the hashpower AND most of all the nodes to be controlled by you.

Or does the former give you the latter in the current circumstance?
